В связи с изменениями в федеральном законодательстве с 1 июня в области меняется порядок начисления платы на общедомовые нужды по холодному и горячему водоснабжению, сообщает министерство тарифного регулирования области.
Постановлением Правительства Российской Федерации от 16 апреля 2013 года № 344 внесены изменения в Правила предоставления коммунальных услуг собственникам и пользователям помещений в многоквартирных домах и жилых домов (от 06.05.2011 № 354) и Правила установления и определения нормативов потребления коммунальных услуг (от 23.05.2006 № 306).
Они отменяют нормативы потребления коммунальной услуги по водоотведению на общедомовые нужды. Также произошло снижение нормативов потребления на холодное и горячее водоснабжение на общедомовые нужды (от 30 до 70 процентов).
Кроме того, нововведения точно определяют состав помещений, относящихся к общему имуществу дома, площади которых используются при расчете нормативов потребления и платы за коммунальные услуги. Нет дифференциации по этажности и степени благоустройства многоквартирных домов.
Вместе с тем, изменения затрагивают и дома, оснащённые приборами учёта. Устанавливается, что распределяемый между потребителями объем коммунальной услуги на общедомовые нужды по показаниям прибора учёта не может превышать объём, определённый по нормативам на общедомовые нужды. Всепревышения объёма исполнитель коммунальных услуг (управляющая организация) должен оплачивать за счет собственных средств. Исключение может быть лишь решение собственников оплачивать возникающую разницу в рамках жилищных услуг.
